Fred H. Loeb, President of Affiliated Capital Corp. and Capital Construction Group has been extensively involved in the development, construction and management of market rate and government assisted housing since 1976. Since that time, Capital Associates has developed over 8,500 housing units valued in excess of $500,000,000 in 12 states under a variety of programs including the Section 8, FmHA (RD), Section 42 tax credit, HUD 221(d)(4) and Section 103(b) tax exempt bond program. In addition, Capital Associates has joined with a variety of Institutional Partners including Aurora Health Care, SunAmerica Co., Northwestern Mutual Life Insurance Co., Wisconsin Energy Co., and the University of Wisconsin to develop, build and manage market rate or affordable housing.

Mr. Loeb has also created and developed the ACCUCert tax credit software, to provide the on-site manager, as well as Institutional clients, an affordable and easy to use tax credit household and compliance verification system. ACCUCert, with its unique state reporting feature, satisfies all state housing finance agency requirements for mandated file compliance and verifications.

Mr. Loeb received his undergraduate and law degrees from the University of Wisconsin-Madison.

Rose Andler, President of ACC Management Group, has over 20 years experience in Business Management which includes 10 years on-site property management and 10+ years at the corporate level in Regional Management. She brings a wealth of knowledge from both the Property Management Industry and the Hotel Industry and has achieved industry distinction. The ACC Management Group portfolio includes multiple properties throughout Wisconsin and Illinois including Market Rate, Section 42, Section 8, Rural Development and Condominiums. Rose oversees all management office functions and personnel in the local management office, as well as oversees all aspects of site operations, including, but not limited to, financial operations and reporting, personnel, and physical management of the ACC Management portfolio. She is responsible to investor reporting of our multi-site portfolio. Rose also specializes in accounting areas, refining systems and assists with implementation of operational procedures.

Dewayne Pohl

Dewayne Pohl has over 24 years of management experience, with over 14 years in the real estate industry, including twelve years as a Wisconsin licensed real estate broker. He has eight years experience dedicated exclusively to multi-family property management with six years as a multi-family regional manager at a national level and prior experience as an on-site property manager. He holds the GRI (Graduate Realtor Institute) designation from the National Realtors Association and has received the TCS (Tax Credit Specialist) certification from the National Center for Housing Management. Currently his portfolio contains Section 42, Section 8 and market rate managed properties.

As part of the executive management team, Dewayne oversees all operational management aspects of the ACC Management Group's portfolio, including site inspections, capital expenditure coordination, personnel, budget control, and vendor negotiation. He is involved with investor and state inspections, compliance and correspondence. Additionally, Dewayne is part of the special projects team involved in management consulting focused on company growth.

Mike Plumer

Mike Plumer leads the Capital Construction Group building team and oversees all phases of the construction project, including coordination of personnel, material and equipment. He ensures that specifications, documentation and safety practices are being followed, and that work in process is proceeding on schedule and within budgeted guidelines.

There are several essential functions that are apart of Mike's responsibilities such as reviewing bids, coordinating work with sub-contractors, reviewing architectural and engineer drawings, administration of construction contracts, permit and license obtainment, tracking and control of schedules, and personnel supervision. Additionally, Mike and his staff are responsible to site preparation, including land clearing, earth moving, road development, excavation, sewage, water, gas and electrical utility installationis also a part, and foundation/building structures.

Mike's Portfolio includes education and experience in the following: Mechanical Engineering, Air Conditioning and Refrigeration Systems, High and Low Pressure Air Systems, Planning and Estimating, Maintenance Management Systems, Blueprint reading/Quality Control.
